Khmer: Report on Results of the Implementation of the Action Plan for Improving Child Care with the Target of Safely Returning 30 Percent of Children in Residential Care to their Families by 2019

Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY)

Following a mapping of residential care facilities in Cambodia in 2015, the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) asked that the Royal Government issue Sub-Decree 119, dated 11 September 2015, on the Management of Residential Care Centres, to promote and improve the quality and effectiveness of residential care management and uphold the best interests of the child. To effectively implement the sub-decree, MoSVY developed the Action Plan for improving child care with the target of safely returning 30 per cent of children in residential care to their families 2016-2018 in five target provinces: Phnom Penh, Kandal, Preah Sihanouk, Battambang and Siem Reap. This report (in Khmer) presents the outcomes of the implementation of that Action Plan, including key achievements, lessons learned, and recommendations going forward.
