International Consultant – Technical Assistance to Social Welfare Ministries in Child Protection in Nauru, Solomon Islands and Tuvalu

UNICEF is seeking an international consultant for Technical Assistance to Social Welfare Ministries in Child Protection in Nauru, Solomon Islands and Tuvalu. In each country, the Consultant will provide technical assistance to the ministry responsible for social welfare to fulfill its functions as child protection mandated statutory authority, and lead of the multi-sector multi-stakeholder child protection system. With regard to the function of child protection statutory authority, this may entail (i) planning and budgeting to ensure child protection services are adequately resourced; (ii) developing the regulatory framework including guidelines for case management, alternative care procedures and standards for services; (iii) developing management mechanisms and tools for service quality monitoring, supervision, performance evaluation, case record information management system, review/planning processes with personnel; (iv) developing and implementing workshop and on-the-job training for social welfare managers, frontline social workers and community focal points; (v) developing and overseeing the implementation of prevention interventions, in particular behaviour change activities through community dialogue and media. The child protection system lead function includes contributing to the development of multi-sector protocols, leading the national coordination working group, advocating with each sector for integration of child protection in national sectoral plans and budgets, orienting personnel of other sectors on their role in child protection, and providing technical inputs to child protection policies and procedures developed by other sectors.
