Cambodia counts an estimated 670,000 orphans. Many of these children do not have primary caregivers and are in need of alternative care. They are abandoned, live and/or work in the streets, are affected by HIV/AIDS, are victims of exploitation or trafficking, detained in prison; hence in need of special protection. In Cambodia, children without primary caregivers were traditionally placed in the care of relatives, neighbors or in pagodas and presently, an estimated 11,400 children live in institutional residential care facilities throughout the country.

This week the Cambodian government released an explanatory note to educate the public on domestic adoption; however, some express concern whether bolstering domestic adoptions is currently feasible or safe for children.
Australian nurse and surrogacy broker Tammy Davis-Charles has been arrested and is awaiting trail in Phnom Penh, Cambodia on charges related to engaging in surrogacy and falsifying documents. Police in Thailand say she has also arranged for at least 25 babies to be carried by surrogates in th country, charging $US50,000 for fees and services for each baby.
In October, the government in Phnom Penh declared that commercial surrogacy would be treated as human trafficking until laws were passed on the practice.
