This document is intended to provide concrete advice on how to put the guiding principles common to most child protection actors into practice. Though cultural traditions and customs may require the advice to be adapted to the specific context, the authors believe that the advice provided is grounded in sufficiently broad experience to guide measures that ensure children under five are not separated when this can be avoided, and, if separated, can be reunited with their families as quickly as possible.

The first years of a child’s life are crucial for their cognitive, emotional, social, behavioural, and physical development. Given the importance of early childhood development (ECD), the Zambian government has committed to scaling up ECD programmes that support health, nutrition, and early learning/stimulation for children. Progress from these programmes have been mixed: between 2007 and 2014 the infant mortality rate dropped from 70 per 1,000 live births to 45, while the broader under-5 mortality rate fell from 119 per 1,000 live births to 75 (CSO, 2014).

This paper summarises findings from an initial scoping study, which seeks to review how child protection outcomes are captured when monitoring multi-purpose humanitarian cash programmes.
