Recognizing the increasing number of orphans and vulnerable children (OVC) and the need to provide standardized and quality alternative childcare and support services, The Ministry of Women and Social Affairs (MOWSA) in collaboration with pertinent child welfare stakeholders, took the initiative to produce a Directive on Alternative Childcare and Support.
The Directive serves as a comprehensive legally binding document aiming to reduce reliance on institutional care services by standardizing alternative care service…
Accelerating momentum towards child-sensitive, shock-responsive social protection
Social protection has emerged as a crucial policy and programme measure to reduce poverty and help those impacted by crises to prepare for, cope with and recover from shocks. Despite the recognition of the value of social protection, only 26.4 per cent of children globally receive social protection benefits. Global data on access to social protection for displaced children is not available, but gaps are likely even higher as displaced children and their families are often excluded in policies and…
This paper assesses the impact of Ethiopia's flagship social protection program, the Productive Safety Net Program on the adverse impacts of the COVID-19 pandemic on the food and nutrition security of households, mothers, and children. The analysis uses pre-pandemic, in-person household survey data and a post-pandemic phone survey. Two-thirds of the respondents reported that their incomes had fallen after the pandemic began, and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, the study…
ABSTRACT
The broad-ranging benefits of cash transfers are now widely recognized. However, the evidence base highlights that they often fall short in achieving longer-term and second-order impacts related to nutrition, learning outcomes and morbidity. In recognition of these limitations, several ‘cash plus’ initiatives have been introduced, whereby cash transfers are combined with one or more types of complementary support. This paper aims to identify key factors for successful implementation of these increasingly popular ‘cash plus’ programmes, based on (i) a review of the emerging…
Objectives of the case study
The overall objective of the case study is to highlight and help promote good practice related to case management within orphans and vulnerable children (OVC) programming. The case study illustrates the core components of a case management system (see Figure 1), the positive results of a case management system, and some of the challenges in developing, implementing, and solidifying a case management system within an OVC program. The information presented should be understood as just one example of a case management system in practice. Any case management system…

It concludes that cash transfers are becoming a key means for social protection in developing countries. The editors examine and evaluate the evidence in support of the viability of cash transfers. This book also focuses on the collaborative efforts of governments, development and research…
Abstract
Children are one of the most vulnerable groups in almost any population because of their physical and emotional dependence on adults and social status. Their vulnerability is greater in developing countries because of the higher incidence of poverty and fewer social protection mechanisms in place compared to industrialized countries. In most developing countries, children are not the explicit recipients of the unprecedented growth in social protection efforts but do benefit from its expansion. This paper looks at how social protection is evolving in developing countries and how it…
This policy brief from the World Bank provides an overview of cash transfers in African countries. The brief defines “cash transfers” and their uses. The brief also lists key design elements of cash transfer programs in Africa, including the opportunities for innovation that cash transfer programs create, the accountability mechanisms in place, and the monitoring and evaluation. The brief highlights the differences between conditional and unconditional transfers and cash and non-cash transfers and the evidence on whether conditional or unconditional transfers are a better model. The brief…
