The COVID-19 pandemic prompted unprecedented reverse migration, forcing millions of migrants to return to their countries of origin. Due to loss of employment and income, fear of getting infected with COVID-19 or a desire to be with their families during the pandemic, many migrants - including youth migrants from East Africa who were living in the Gulf and who are the focus of this chapter - returned or were repatriated to their countries.

This case study details the experience of Attim, a 54-year-old grandmother from Eastern Uganda who provides care for her grandchildren after they left residential care. Social workers in Uganda often find that placement with extended family members is the most appropriate option for children leaving residential care.
This case also details that the successful reintegration from residential to kinship care requires preparing families well so that they have realistic expectations around the challenges that they may face.

Based in Uganda, Child’s i Foundation successfully transitioned their residential programs before deciding to expand their vision and seek to bring about care reform to the entire district of Tororo. Partnering with the district level government and several CCIs, Child’s i Foundation carried out an extensive analysis and assessment of the Tororo region which provided information to guide the ensuing transitions of CCIs throughout the region.
