This document is intended to provide concrete advice on how to put the guiding principles common to most child protection actors into practice. Though cultural traditions and customs may require the advice to be adapted to the specific context, the authors believe that the advice provided is grounded in sufficiently broad experience to guide measures that ensure children under five are not separated when this can be avoided, and, if separated, can be reunited with their families as quickly as possible.

Since the early 2000s, the government of Cameroon has implemented three major initiatives directed at orphans and vulnerable children (OVC) due to HIV/AIDS. These are children whose survival, well-being and development are being compromized by HIV and AIDS. The initiatives are namely; the bi multi-OVC program (2004–2008), the National Support Program for OVC (NSP-OVC 2006–2010), and the Children, HIV and AIDS program (2008–2012). This study by UNICEF sought to identify key determinants of vulnerability among children –including those affected by HIV and AIDS – that can contribute to developing an improved global measure of vulnerable children in the context of HIV and AIDS. Data from the most recent available household surveys at the time of analysis was used from 11 countries – Cambodia, Central African Republic, Haiti, Malawi, Rwanda, Sierra Leone, Swaziland, Uganda, United Republic of Tanzania, Zambia and Zimbabwe – were pooled.

This research looked at the factors affecting the family reintegration of girls in the Tshangu district of Kinshasa, an operational zone of the local NGO OSEPER, a partner of War Child for a 3-year project, seeking to address the needs of street-connected girls, including family reintegration. The interviews included a sample of 32 girls living and working on the streets, among whom 24 had already tried family reintegration but had since returned to the streets. Thirteen agencies* working in Africa have issued a Joint Statement calling on African governments to strengthen their child protection systems to secure the right of children to a life free from violence, abuse, exploitation and neglect in both emergency and non-emergency settings.
