This report explores children and young people’s views and experiences related to COVID-19 and its indirect impacts. Firstly, it looks at children and young people’s perceptions of how COVID-19 has had an impact on their lives and countries. Foster care is widely described as an effective approach for the relief and protection of children experiencing abuse and neglect in their homes. Less recognized is the particularly challenging experience of foster carers in “failed-state” settings and the resulting effects on foster children’s reintegration process. This guidance is not intended to replace national guidance, rather to serve as a resource that is based on the latest evidence. Introduction
This desk review is part of a wider study commissioned to SOS Children’s Villages International by the European Commission. The overall study aims to map the issue of alternative care and deinstitutionalization in countries in Asia, South and Central America, and Africa. This research looked at the factors affecting the family reintegration of girls in the Tshangu district of Kinshasa, an operational zone of the local NGO OSEPER, a partner of War Child for a 3-year project, seeking to address the needs of street-connected girls, including family reintegration. The interviews included a sample of 32 girls living and working on the streets, among whom 24 had already tried family reintegration but had since returned to the streets. In this paper, Bright Drah argues that the response to the orphan crisis in sub-Saharan Africa has focused mainly on mobilizing and distributing material resources to households with orphans. Only a few anthropologists have interrogated the frameworks and values on which the projects for orphans are based. The paper provides an analysis of the trends in foster-care research in Africa and the author suggests that current ethnographic data on foster-care practices do not adequately reflect the changing context of fostering in that continent.
