This report aims to synthesize recent evidence concerning the experiences and needs of children affected by human mobility in Latin America and the Caribbean, and on how far programmes and policies are meeting those needs. It is motivated by a desire on the part of the United Nations Children’s Fund Latin America and Caribbean Regional Office (UNICEF LACRO) to promote proven responses to human mobility that genuinely respond to the needs of children and families: in their communities of origin, in transit, as they settle in new countries, or if they return to their countries of origin.
Abstract
There is an urgent need to strengthen early childhood development and education in emergencies (ECDEiE) globally. Colombia has faced protracted and acute crises for decades. Also, the country has applied a unique approach to holistic and integrated ECDE policy formulation. This brief provides an overview of the Latin America and the Caribbean (LAC) and Migration Hub, established by Save the Children in Panama to support migration work in the region. The findings are based on a literature review and primary research in Central African Republic and Democratic Republic of Congo, and interviews with government departments, UN agencies, NGOs and civil society in Colombia, Iraq and South Sudan. This study seeks to improve understanding of the risks and types of sexual and gender-based violence faced by children who migrate on their own, as well as the unfortunate and widespread gaps in protection and assistance for these children. It looks closely at the situation in dangerous or remote locations – places that are fragile, conflict-ridden, underserved and hard to reach, where children may be particularly vulnerable.
