This study analyzes the role of local governance in the implementation of Bolsa Escola, a decentralized conditional cash transfer program for child education in Brazil. It is based on a survey of 260 municipalities in four states of the Northeast. The analysis focuses on program implementation. Results show that there was considerable confusion over the municipality’s role in beneficiary selection and consequently much heterogeneity in implementation across municipalities. A study conducted by the IPEA (Research institute of Applied Economy) in partnership with the National Council of the Rights of the Child and Adolescent (CONANDA), in 2004, brings together the results of a national inquiry into homes for children and teenagers of the network SAC (Services of Continued Action). The report is part of the national field of action and comprises of 589 institutions that are attended by 19,370 children and adolescents. This study was carried out in order to investigate the institutions in the municipality of Rio de Janeiro that are attended by children and adolescents under age 12. The data was collected during the period from March to June 2003. The scope of inquiry included 69 homes that care for children and adolescents from 0 to 11 years of age.
