This report presents an analysis of focus group discussions (FGDs) conducted over the course of December 2023 and January 2024 with children affected by the conflict in Ukraine, including those displaced within Ukraine as well as those in Romania, Moldova, and Georgia. Despite mounting evidence of the need for people to have trusted and trustworthy identity credentials, little attention has been paid to the key determinants of an identity management system that establishes a person’s unique legal identity and issues reliable official identity credentials. Executive Summary
We demonstrate that the overuse of institutional care is far more widespread than official statistics suggest; it remains a very serious problem, with damaging effects on children’s development. Many attempts at reform have been well meaning but misguided, and there is a serious danger that many view the overthrow of the communist system as sufficient evidence of reform in the region.
