Oxford Policy Management has conducted two rounds of qualitative evaluations of three poverty-reduction and human development programmes run by the BOTA Foundation in Kazakhstan: the Conditional Cash Transfer (CCT) Programme, the Social Services Programme and the Tuition Assistance Programme. The present analysis has been developed by the UNICEF Regional Office for Central and Eastern Europe/Commonwealth of Independent States as a discussion paper for the 2nd Child Protection Forum on Building and Reforming Child Care Systems.
