Abstract
The government's contracting out of foster care services in Guangzhou, China, introduced the possibility of partnerships between nongovernmental organizations (NGOs) and government‐led human services. To understand network governance among actors involved in contracting out foster care services, service funders, service providers, and service users were interviewed. A thematic analysis of interviews combined with a critical review of archival data was conducted. Drawing from the policy network governance analytic framework, we found that network governance conditions in…
Abstract
The purpose of this study was to longitudinally examine the effects of stigma on the development of children living in out-of-home care situations, specifically with regards to self-esteem and antisocial behavior. Using a stratified sampling method, data from 341 children aged 11 or 12 living in out-of-home care (residential institutions, group homes, and foster homes) were collected five times, from 2011 to 2015. The current study examined the attachment development of 92 internationally adopted Chinese girls, focusing on the influence of type of pre-adoption care (institutional versus foster care) and sensitive adoptive parenting. Although the children were more often insecurely attached than non-adopted children 2 and 6 months after adoption (Times 1 and 2, N = 92), they had similar levels of secure base script knowledge (SBS knowledge) as a non-adopted comparison group at age 10 (Time 3, N = 87). Furthermore, concurrently observed…
Abstract
In order to offer client-centered services, it is important to measure children’s service satisfaction and reflect their needs to out-of-home care practices and policies. However, a reliable measure that assesses children’s satisfaction about out-of-home care is not found in Korea. This study aimed to develop a Korean out-of-home care satisfaction scale. The study sample consisted of 484 children from institutional care, group homes, and foster homes in Korea. Half of the sample was chosen randomly for exploratory factor analysis (EFA) based on 16 items from the Korean Foster Care…

Abstract
Child maltreatment has become a recognized social problem in China. However, the target of foster care is primarily children who are orphans, abandoned, and disabled but not maltreated children. Responding to child maltreatment, an alternative care system to place children in out-of-home care should be established. This study used a scoping review method to map the scope of research regarding children’s outcomes in current foster care in China. Most studies indicated that foster children exhibited better well-being outcomes (e.g., physical health, cognitive, language, motor,…
Abstract
This chapter from the book Education in Out-of-Home Care examines how far education and the school context meet the educational needs of out-of-home care children in Hong Kong from the perspective of inclusive education. The author argues that the learning support for children in care should be distinguished from that of children cared for at home as most of the children in care come from disadvantaged family backgrounds and have been through…
