This report documents activities and conversations from the International Care Leavers Convention 2020, held virtually in November 2020. The three-day convention was held between November 23 to 25, 2020 and saw participation from 2,300 delegates from more than 80 countries with diverse expertise and experience in the global care system. Thus, amidst the COVID-19 crisis, there was a silver lining, as more Care Leavers could join across countries and regions due to the virtual format and share their needs, aspirations, challenges and what they themselves considered to be good policies and…
The International Care Leavers Convention brought together Care Leavers at an international level to amplify the voices of children and young people and provide them with a platform to learn, share and exchange experiences, knowledge and challenges with the intention of attracting the attention of decision makers to act upon their demands. This document highlights some key takeaways from the event.
Abstract
The enactment of new legislations and policies and establishment of proper implementation agencies are considered the fundamental elements of modernisation. Likewise, in India, the child welfare sector is witnessing a paradigm shift after the implementation of juvenile justice acts and the establishment of Integrated Child Protection Scheme (ICPS). The policy documents suggest that institutionalisation of a child must be the last resort; hence, the ideal situation is deinstitutionalising children from institutions to other care facilities. Childcare staff have to intervene…
This paper describes an approach to supporting young people leaving Child Care Institutions (CCIs) in India that is potentially scalable to children in all CCIs. Based on a collaboration between Catalysts for Social Action (CSA), an NGO in Mumbai, and A Future for Every Child (AFEC), a non-profit registered in the US, the Bridge to Adulthood (B2A) program has helped 327 care leavers (CLs) from June 2016-December 2019.
The program has the following broad components
1. Recruiting Care Leavers: The B2A program enrolls CLs from 60+ CCIs which are already partnering with CSA for a range of…
In this webinar hosted by Better Care Network and the Consortium for Street Children, speakers from three NGOs (Safe Society India, JUCONI in Mexico, and Railway Children in Tanzania) presented on and discussed the care implications of COVID-19 and responses to the pandemic on street-affected children, including family reunification, the role informal care has played and how governments have been addressing street-connected children's needs.
Summary Report: Mid-term Review (MTR) for Family Based Care (FBC) Pilot Project with Base Model CCIs
Background:
What we know. Children thrive when they grow up in families surrounded by love, support and security. Most families would not leave their children behind in Child Care Institutions (CCIs) if they had been provided with the right support to care for their child. Juvenile Justice Act, United Nation Commission for Child Rights (UNCRC), UN Alternative Care Guidelines & UNICEF all support Family Based and Alternative Care and also believe that CCIs should be the last resort & reunification begins when a child enters an institution.
In light of…
Sexual abuse of children occurs in every country across the world, yet it remains a largely hidden problem. It has profound and devastating long-term impacts on children’s physical and mental health and social wellbeing.
Most of Family for Every Child's Members address child sexual abuse in their work, and its links to children’s care. This first How We Care series presents the work of three Family for Every Child Members to help combat child sexual abuse in their regions. Please click through to…
Abstract
Trauma-informed care (TIC) is critical in institutional settings to address not only the trauma of experiences that lead children to be enrolled into alternative care, such as childcare institutions (CCIs), but also the inherent trauma that comes from a child being separated from her or his family. This article looks at how Miracle Foundation applies principles of TIC at every stage: from intake and care at a CCI while awaiting placement, to preparing children and families for transition, and finally to supporting post-placement.
Following a brief background of…
Abstract
Residential care organisations, such as children’s homes, are well-positioned to reshape their programmes to support family-based models of care. However, new models bring unknown factors, making organisations hesitant to transition programmes. To alleviate concerns and support transition, researchers developed an experiential workshop mirroring the conditions of an organisation transitioning to…
Abstract
This study assesses the present situation of the deinstitutionalisation and alternative care arrangements in exile settlements concerning various cultural and socio-structural factors. It explores how elements of social structure and culture operate to transform the residential care institutions to community-based alternative care arrangements for 10,000 young Tibetans uprooted from Tibet and presently settled in India. Their day-to-day problems of repatriation and resettlement in an unfamiliar demography with distinct ethnic values are pushing them to the margins…
