Norwegian youth in out-of-home care move three times as frequently as their peers. Such placement instability is linked to negative outcomes in terms of social attachment, well-being, educational achievements, health, and future opportunities. Norway implemented a new child welfare service reform in 2022 that increased the municipalities responsibilities for out-of-home care. The “incentive package” and “Barneløftet” were measures implemented to prepare the municipalities for these changes.

The Transition Hub aims to support young people aged 11 to 17 who are making the transition into care or experiencing a placement transition.
It does this through a multi-disciplinary team which provides support to young people, their carers and schools. This article explores how the monitoring of foster homes in Norway is experienced by children and youths who have been exposed to what they consider abusive behaviour by foster parents. Using a thematic narrative theoretical framework, the article shows that a common narrative in the youths’ accounts is a story of mistrust towards social workers and monitoring officers, which relates to a general mistrust towards the child welfare service.

The purpose of this scoping review was to identify and map knowledge on different types of transitional support interventions currently available to support transition to independent living for care leavers.
An extensive search using four research databases was undertaken, resulting in 36 relevant articles for inclusion. Findings were organised thematically into four broad areas:

Scholars largely agree that placements with relative caregivers are best for children. However, the regulations that jurisdictions apply to determine eligibility for foster care licensure may limit relative caregivers’ access to the benefits of licensure. This analysis considers foster care regulations in three jurisdictions and the effects of policy decisions on eligibility for relative caregivers and placement options for children in out-of-home care.
