This study investigated social orphans through narratives of young people with experiences of growing up in institutional care in Latvia. The study uses the life histories of participants to explore the phenomenon of social orphans. To date, narratives about the lived experiences of social orphans in Latvia have been told in the third person, as most studies have used methodologies that kept participants passive rather than active.

Throughout Eastern Europe, the attempts to carry out successful deinstitutionalisation (DI) have been hampered by the legacy of Soviet-era practices of care. This country care review includes the care-related Concluding Observations adopted by the Committee on the Rights of the Child and the Committee on the Rights of Persons with Disabilities. The Committees' recommendations on the issues relevant to children's care are highlighted, as well as other care-related concluding observations, ratification dates, and links to the Universal Periodic Review and Hague Intercountry Adoption Country Profile.
This study notes that there are currently 700 million people below the poverty line. According to this study, around 40 percent are considered vulnerable children. It further states that according to UNICEF India has approximately 11 million children living on the streets. It is one of the highest concentration of the street children in the world. The reforms undertaken during the transition to a market economy have had an uneven and divergent social impact on the countries within the Eastern Europe and Central Asia (ECA) region. It is now recognized by governments in many parts of the region that the policy of using institutional care for children with welfare needs is both ineffective and expensive.
