The purpose of this macro-level study is to examine the effects of social welfare benefits and services on the demand for child removals. The study is based on the panel data of Finnish municipalities (N = 293) and their social welfare indicators for the period 2010–2021. Linear regression analysis was conducted to analyze the associations between the dependent variable (child removals) and the main predictors (child welfare notifications, family support services, social assistance).

Abstract
This descriptive policy analysis examines the position of infants’ rights in the family service orientated child welfare systems of Denmark, Finland, Norway and Sweden when being placed in out-of-home care. Its focus is on the contexts of, and legal procedures for, removing babies from home into public care. Children under the age of one year are taken into public care mainly through voluntary and emergency measures. The recognition of children as rights holders is a true challenge for any policy and practice that involves children, but it is even more so for making decisions about taking children into care. This article departs from the view that when children are perceived as bearers of rights, this should also be reflected in the institutional documents of decision‐making. Abstract
This paper presents a qualitative analysis of front‐line practices regarding emergency removals in Finnish and Irish child protection. It examines how the responses to children's immediate danger are framed by legislation and how front‐line practitioners assess the child's situation and make emergency placement decisions. The data consist of interviews with 16 Irish and 33 Finnish social workers. These child welfare protection systems respond differently to a task that appears to be similar.
