Background:
The Republic of Moldova has been on a fifteen-year journey of moving from a social welfare system based on residential care for children to one centered around family care. There has been a dramatic reduction in the number of children in residential care, from some 17,000 before 2000 to less than 700 today. Concurrently, progress has been made in developing new laws, policies, and standards to promote family care, including the establishment of models of alternative family care. The Investing in Family Care for Moldova’s Future presents the case for investing in a more child-centered social welfare system in Moldova and provides specific estimates on the resources needed including an estimate of the resources required to fund the spectrum of programs and services Moldova needs to (i) prevent children from being placed in residential care; (ii) place children in safe, nurturing, and supported families; and (iii) transform residential settings into community assets that effectively meet community needs.

Since COVID-19 was declared a pandemic in March 2020, the world has experienced a series of waves and variants of the ever evolving and vaccine eluding COVID-19 virus. Initial responses predominantly focused on slowing the spread of the virus and included movement restrictions, intra-country and inter-country border closings, quarantine, isolation, social distancing, and mask wearing. This rapid training was designed to provide information to Moldovan foster families in preparation for fostering unaccompanied and separated children from the Ukraine. The training package includes a PPT and facilitator’s guide. Content provided during the six-hour training program includes basic information on childhood trauma, Adverse Childhood Experiences, key elements of PFA including Look, Listen and Link, and understanding how to both identify and support children who have lived through trauma and how it might manifest at different ages and stages of development.
