This video features a segment of a talk on the effects of care environments on children, hosted by the Christian Alliance for Orphans. The key speakers featured include Dr. Kathryn Whetten & Dr. Charles Nelson, who discuss the Positive Outcomes for Orphans study (POFO) and the Bucharest Early Intervention Project (BEIP), respectively.

Article 7 of the UN Convention of the Rights of the Child (CRC) states that every child has “the right to know and be cared for by his or her parents.” When a child is abandoned, this right is violated. Infants and young children are those most at risk of being abandoned There is a distinct lack of research in understanding the extent, causes, and consequences of child abandonment. This comprehensive manual provides an overview of…

The purpose of this report is to document the levels of child abandonment and de-institutionalization as an indicator of the quality of social transformation during the transition decade (1990-2000). The comparative advantage of this report is the scope and quality of the data on which results are based. The findings presented are drawn from empirical data collected from leagans/placement centers in 10 counties. Non-personal identifiable information on over 21,000 children in leagans between 1987 and 2000 was transcribed from register archives. Information on each child…
The Romanian system of services for children in difficult circumstances is undergoing a thorough reform. The reform started in 1997 with de-centralisation and initial regulations on alternative service to the residential institutions. Thus, the number of children in institutions has decreased, particularly after 2001. From an almost 100% residential-type oriented system in 1997, the end of 2002 found more than half of the beneficiary children registered in alternative services. Simultaneously, the remaining institutions underwent major change in order to bring this type of protection closer…
