The Opening Doors 2018 country factsheets provide an update about the progress with the transition from institutional to family- and community-based care (also known as deinstitutionalisation). The new generation of country snapshots covers 12 EU Member States, 2 EU pre-accession and 2 EU neighbouring countries. This factsheet highlights the developments and challenges still ahead in Romania and offers key recommendations to the EU and the national government to ensure that children are cared for in family-based settings.
This book presents the results of this research on more than 52,000 children placed in public care in Romania (in special protection) who receive family or residential-type protection services, as shown in Intrograph Chart 1, as well as on the children at risk of separation from their families from the source communities. The Romanian system of services for children in difficult circumstances is undergoing a thorough reform. The reform started in 1997 with de-centralisation and initial regulations on alternative service to the residential institutions. Thus, the number of children in institutions has decreased, particularly after 2001. From an almost 100% residential-type oriented system in 1997, the end of 2002 found more than half of the beneficiary children registered in alternative services.
