The present study addressed institutionalised children and staff members' perspectives about bullying in Residential Care settings (RCs) in five European countries (Bulgaria, France, Greece, Italy and Romania.). The main focus is on the assessment of the effects of early institutional care and compares three longitudinal studies from Romania, Greece and Hong Kong/China. The findings have been strikingly contrasting. The review asks if the risks are dependent on whether or not the institutional rearing is accompanied by gross pervasive deprivation (as it was in Romania) and investigates the methodological issues to explore the causal influence of the outcomes. To better understand the situation of children in institutional care in Greece, Roots Research Centre, the national coordinator of Opening Doors for Europe's Children, conducted the first nation-wide mapping of institutional and residential care in Greece. The study revealed "a patchwork" of public and private institutions and residential care facilities with little or no oversight of quality and no monitoring of the numbers of children and what happens to them. In this meta-analysis of 75 studies on more than 3,888 children in 19 different countries, the intellectual development of children living in children's homes (orphanages) was compared with that of children living with their (foster) families. Children growing up in children's homes showed lower IQ's than did children growing up in a family (trimmed d = 0.74). Lumos, an international non-profit organisation founded by J.K. Rowling to help countries reform their services for disadvantaged children, has begun working with partners in Greece to help bring about reforms for institutionalised children.
