Adolescents living in residential youth care (RYC) are at risk for disadvantaged social relationships, which in turn present a risk factor for increased loneliness. Social relationships of Slovenian adolescents aged 15–18 years and living in RYC group homes (N = 51) or in their primary families (N = 100) were investigated by relying on the social convoy framework. This report reflects on the effects of the coronavirus pandemic on children. The reforms undertaken during the transition to a market economy have had an uneven and divergent social impact on the countries within the Eastern Europe and Central Asia (ECA) region. It is now recognized by governments in many parts of the region that the policy of using institutional care for children with welfare needs is both ineffective and expensive. The UN Refugee Agency and UNICEF are setting up 20 centers to support and protect children and families fleeing war and persecution as they move across Europe’s well-worn migration routes. The centers, known as Blue Dot Hubs, are intended to provide a safe place for children and families facing risks once they arrive in Greece and move along the Balkan migratory route, which includes the former republic of Macedonia, Serbia, Croatia and Slovenia. In these hubs, children can play and their families can receive services and counseling.
