For centuries, residential child and youth care systems worldwide have provided homes for vulnerable children and adolescents. The implementation of children's rights, especially the right of participation, is assessed as an important base for promoting the best interests of the child in an out-of-home care environment.
Featuring contributions from distinguished international authors, this volume offers an in-depth understanding of crucial participation processes and underlying power structures when involving young people in decision-making about their care and everyday life in different…
Abstract
This study extends research on the effects of institutionalization—by examining the trajectories of cognitive, language and motor development of 64 Portuguese infants and toddlers across the first six months of institutionalization, while determining whether pre-institutional adversities and the stability and consistency of institutional care predict children’s development. At time of enrollment, 23.4%, 32.8% and 31.3% of the children were moderately to severely delayed, respectively, in their cognitive, linguistic and motor functioning. Developmental problems persisted after six…
Abstract— Foster care is a legally recognized family-community alternative in Portugal, designed to protect and care for children in situations where their rights are under attack. With the intent of expanding our knowledge of the Portuguese experience, through an intercultural dialogue between Brazil and Portugal, this article allows us to problematize what has happened with the process of family reintegration of those under care. To this end, we have used the content analysis methodology proposed by Bardin. It was possible to see that Portuguese foster care has been a residual protective…
Abstract
Adoption involves strong emotions. From the adoptee’s point of view, adoption means not only the gain of a new family but also inevitable losses. This study aims at analyzing adoption-related feelings, which include the feelings of loss and the ensuing curiosity about the birth family and pre-adoption life. A total of 81 adopted adolescents, aged 12–22, adopted at 4 years of age, on average, participated in this study. The data were collected using the Questionnaire of Adoption-related Feelings and the Adopted Adolescents Interview, which allowed for the identification of the…
Abstract
Most studies with children in out-of-home care highlight the problems and challenges associated with residential or foster care, and few have investigated the well-being of these children. The aim of this study is to compare the subjective well-being (SWB) of children hosted in institutions and in foster families with the well-being of children living with their families. We used a sample of 422 children, aged between 11 and 15, being 39 in foster care, 145 in residential care, and 238 living with their families in the general population. We measured SWB with the Personal Well-…
Abstract
Residential care (RC) in Portugal accounts for almost 90% of out-of-home placements of children. Since the Youth Self-Report (YSR) and the Strengths and Difficulties Questionnaire (SDQ) are the most commonly used psychological (mal)adjustment screening instruments, it is important to analyze their comparative validity specifically in the context of RC. This study aims to analyze the comparative effectiveness of YSR/SDQ as screening tools of psychological (mal)adjustment, looking for differences in the way psychological problems and difficulties are identified by these two measures…
Abstract
An important goal of out of home care is to prepare the family and child for reunification. Practitioners are often required to make the decision whether to reunify a foster child with their biological family. This study examines this complex reunification decision in Portugal. Using the Judgments and Decisions Processes in Context model, the authors presented to Portuguese child protection workers and higher education students (n = 400) a case vignette of a child in foster care in which reunification is considered. The vignette consider two scenarios related to the…
Family contact in foster care in Portugal. The views of children in foster care and other key actors

This is a pilot study on the sensitive issue of how children and young people experience family contact in foster care, and the views of key adults in their lives on the same issue. There is a special focus on the children's experiences, opinions, and feelings. The study is a response to the relative scarcity of literature on family contact based on the experiences of children and adults in caring roles. This is a qualitative and exploratory study, with a sample of 10 children and young people in care in the district of Porto, aiming to identify key issues and areas for further…
Abstract
Professional support of families that are under temporary protection, with the goal of reunification, is necessary for helping families re-establish their family dynamics. Without this support, the conditions that contributed to child abuse and neglect will likely persist. In this context, the attitude of professionals towards positive parenting and child participation is a decisive factor. The quantitative study presented here contributes knowledge regarding these 2 variables. The study was conducted with 106 professionals who work in the child protection system in Spain and…
Abstract
The establishment of emotional bonds is one of the most important tasks of the adoptive family. Most research about attachment in adoption focuses on young adopted children, as opposed to adoptees in other stages of development. The present study aims at assessing the adopted adolescents' self-perception of attachment relationships with their adoptive parents, by pairing them with a group of institutionalized adolescents and another one of adolescents in the community. One hundred sixty-five adolescents (55 adopted, 55 in residential care, and 55 living with their birth family),…
