While there is a growing body of research suggesting that care leavers experience disadvantages in early adulthood, there is only one study at hand that uses panel data to analyze long term effects. In this article, the authors discuss residential staff in Sweden where residential care is part of the municipal child welfare system, which covers services targeting juvenile delinquency as well as other residential care services. This study examines international adoptions by French people in more than twenty countries from 1979 to 2021. Researchers analyzed thousands of diplomatic files from the French Ministry of Foreign Affairs on the subject and found reports of various illicit practices in the process of adopting children. Numerous irregularities were found as well as illegalities and crimes that occurred in the adoption process, in the registration of the child and in the removal from his/her country of origin.
