The education of children in care is seen differently by teachers, caregivers in residential homes, and by the children themselves, and differences may be evident and highly significant with the impact that this entails. In France more than 140 000 children live in foster homes under the responsibility of the French Child Protection Agency. These children have lived in environments that cannot be good for their development and have been separated from their families which have to have consequences on their mental development. Maternal and child protection services (“PMI”) are French universal services providing prevention and health promotion services to parents and their newborn children up to the age of 6. They specifically offer home visitation services in order to reach families that could not be seen otherwise. This paper presents the results of a national survey describing these home visitation services and their local implantation. In 2010, the French Ministry of Health started the implementation of the “PRADO” process, which constitutes a way to finance two early post-partum home visits by midwives. These two visits occur between the third and twelfth day of the newborn child.
