In February 2020 the COVID-19 virus started to spread in Europe. Since then our economies, societies, and daily lives have been turned upside down. This report reflects on the effects of the coronavirus pandemic on children. It compiles information gathered from 25 countries across Europe, and provides recommendations for improving public policies in the short and long-term to support better outcomes for children and families. Child poverty in Europe was already unacceptably high before the COVID-19 virus outbreak. In 2018, one in four children in the European Union (EU) were already growing up at risk of poverty or social exclusion. The crisis has had devastating consequences for people across the continent and the evidence from this paper shows that children and their families have been further disadvantaged during the pandemic.

However, placement instability, and its effect on children's behavioral well-being, remains a major issue in foster care. Children who have been removed from their parents need stability and permanence; this is as true for disabled children as it is for others. Yet many children are subject to extended periods of uncertainty and instability. Growing attention has been paid to the need to achieve permanence within a timescale which meets children’s needs.
