ABSTRACT
Young people transitioning from out-of-home care, commonly called care leavers, are known to be a vulnerable group. Many experience poor outcomes leading them to become homeless or involved in the criminal justice system. Yet compared to most other Anglophone democracies, Australia lacks mandatory assistance for care leavers beyond 18 years of age. There are also major legislative, policy, and program differences between care leaver entitlements in the individual states and territories. This paper argues that the Commonwealth Government should introduce a…

Introduction
This paper urges the government and nation to give effect to long-standing Kaupapa Māori models for developing the new required evaluation measures aimed at reducing the disparities for Māori children and young persons who come to the attention of Oranga Tamariki Ministry for Children. Section 7AA(2)(a) will soon come into force in the recently amended and renamed Oranga Tamariki Act 1989 / Children’s and Young People’s Well-being Act 1989 due to reform measures in 2017. This provision, which is effective from July 2019, has great potential to change care and protection…
This brief from SNAICC – National Voice for our Children highlights the issue of the disproportional numbers of Aboriginal and Torres Strait Islander children in out-of-home care in Australia, which has reached "national crisis proportions," and outlines key steps that need to be taken to address this issue.
Abstract: In August 2016, Anglicare Victoria established the Home Stretch campaign to lobby all States and Territories to extend the transition from state out of home care (leaving care) age from 18 till at least 21 years. This campaign is driven by a concern that many care leavers face significant barriers to accessing the same educational, employment, housing and other developmental and transitional opportunities as most young Australians. Equally, the evidence from international research suggests that young people who stay in care till an older age experience better…
This interim report from the Parliament of Australia's Joint Standing Committee on Foreign Affairs, Defence and Trade presents its recommendations on the adoption of a Modern Slavery Act in Australia. This newsletter issue from Senator Linda Reynolds of Western Australia, written in conjunction with Kate van Doore of Griffith Law School, was written in preparation for the Australian Parliamentary inquiry on modern slavery and describes the ways in which orphanage trafficking constitutes modern-day slavery. The senator calls on her constituents to help by committing not to volunteer in orphanages overseas and encouraging others to do the same.
Australians have long known the harm institutionalised care can do to children, yet Australians are rushing in record numbers to…
This tool was designed to help those seeking to assist Christian faith-based actors involved in long-term residential care programs make the transition from institutional to non-institutional (family and community-based) child welfare programs. It was written to give some insight into what this journey called ‘deinstitutionalisation’ might look like and what steps and processes might be involved. Whilst it contains a brief overview of the technical stages, its main purpose is to provide guidance through the process of achieving buy-in and is not intended to be a technical…
