Abstract
The Livelihood Empowerment Against Poverty (LEAP) program is Ghana's first social protection program to provide cash and health insurance to the poor and vulnerable. This study looks beyond the direct impact of the program and examines the indirect impacts on labor transitions as well as the engagement of children and the elderly in the labor market. The study employs the combined propensity score matching and difference‐in‐difference technique to obtain robust estimates in examining the effect of the cash transfer program on labor shifts of beneficiaries. Overall, the paper finds…
This paper assesses the impact of Ethiopia's flagship social protection program, the Productive Safety Net Program on the adverse impacts of the COVID-19 pandemic on the food and nutrition security of households, mothers, and children. The analysis uses pre-pandemic, in-person household survey data and a post-pandemic phone survey. Two-thirds of the respondents reported that their incomes had fallen after the pandemic began, and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, the study…
Abstract
Limited evidence exists of the effectiveness of combining cash transfers and family strengthening interventions in developing country contexts. This study provides evidence from an evaluation of a bespoke family strengthening intervention for Child Support Grant beneficiaries in 10 urban communities in Johannesburg, South Africa. A qualitative pre-post design was used to assess the effectiveness of this combination intervention including a nine-month follow-up study. Participants were randomly assigned to intervention and non-intervention groups allowing for comparison between the…
ABSTRACT
The extent of the vulnerability of orphans and vulnerable children in Zimbabwe has been on the increase. To investigate the challenges faced in addressing the needs of orphans and vulnerable children in Marondera, focus group discussions and interviews were utilised. Thematic analysis was used to analyse the data in this study and the data was presented in themes. The findings from the study indicated that there was a need to increase the capacity of the Social Welfare Department. They also indicated the need for proper alignment of policy development and implementation, as well…
Abstract
Violence against children and adolescents, a highly prevalent problem, is a clear violation of child rights and has detrimental effects on later life outcomes. Programs that alleviate poverty address a structural determinant of child vulnerability and can thereby reduce child abuse. This paper investigates whether the Government of Zimbabwe’s Harmonized Social Cash Transfer (HSCT) Program, which combines cash transfers with complementary services, affects youth exposure to physical violence. The analysis uses data from a non-experimental impact evaluation and a difference-in-…
ABSTRACT
In 2007, an estimated 145 million children between the ages of 0 and 17 years were orphaned, while in 2014, over 198 million children below the age of 18 years were orphaned in Africa, having lost one or both parents. The number of OVC who include street, forced laborers, sexually exploited children, and those with disabilities is immense and continues to increase drastically. The purpose of this study therefore was to investigate the extent to which government allocated financial resources, management procedures and stakeholders are major determinants of implementation of cash…
Abstract
Signs of development delays and malnutrition are widespread among young children in low-income settings. Social protection programs such as cash transfers are increasingly combined with behavioral change promotion or parenting interventions to improve early childhood development. This paper disentangles the effects of behavioral change promotion from cash transfers to poor households through an experiment embedded in a government program in Niger. The study is also designed to identify within-community spillovers from the behavioral change intervention. The findings show that…
Abstract
The people with the greatest stake in Orphan and Vulnerable Children (OVC) interventions are the children and their parents/guardians. Unfortunately, most OVC programmes are predesigned and implemented without considering beneficiaries’ perceptions when developing solutions (ALI 2007:15). The purpose of this study was to explore and describe the perceptions of orphans and vulnerable children’s parents/guardians about the effectiveness of Future Families’ children programme in Olievenhoutbosch as a way to explore how much they are involved in the process of designing the programme…

Abstract
Most recently, the role of grandmothers has been highlighted as significant in the lives of their grandchildren in South Africa. Studies have previously highlighted the contribution the Old Age Grant makes in contexts of poverty, orphanhood and the migrant labour system. Similarly, studies on the Child Support Grant (CSG) have illustrated its contribution to the well-being of children and families in general. However, missing in these examinations has been an understanding of how the CSG is contested in contexts of parental absence due to internal labour migration. Through a…
