Abstract:
This paper explores the rarely examined experiences of unaccompanied refugee minors in Nairobi, Kenya. Children are thought to comprise up to a third of Nairobi’s refugee population, however, there is virtually no data on them.
The paper provides a first analysis of a unique dataset to ascertain unaccompanied minor refugees’ experiences of physical, emotional, resource related, and sexual violence. It is aimed primarily at UNICEF country office, government, and non-governmental organisation (NGO) staff working to improve the care of children.
In 2018-2020, Lumos worked with partners across four refugee camps in Tigray, Ethiopia. The goal was to reverse the trend of placing unaccompanied children into institutions, bringing in a system that put family-based care first.
Lumos set up processes for recruiting, screening and training potential foster carers, then supporting them – financially, practically and emotionally – once children were placed with them.

Despite mounting evidence of the need for people to have trusted and trustworthy identity credentials, little attention has been paid to the key determinants of an identity management system that establishes a person’s unique legal identity and issues reliable official identity credentials.
