Religions worldwide emphasize the sanctity of the family and advocate strongly for children’s access to essential needs like food, health, shelter, education, and community support. These principles establish faith communities as leading advocates for children’s well-being around the world.
On closer examination, however, religious communities are at times divided internally and from one another on issues related to the rights of and responsibilities toward children and the dynamic interplay between parents and states in ensuring their protection and care. Some members of faith communities…
The adoption and implementation of the UNCRC across the globe has taken many forms in various countries, as some develop legislations, national policies, and amend current provisions to work towards eliminating all forms of child violence by 2030, as outlined by SDG 16. Systemic disparities pertaining to international conflicts, power dynamics, and resource limitations hinder the progress of achieving SDG 16. This frequently restrains reporting standards, organization development, and just aid to maltreated children. In terms of the Canadian landscape, Canada acts as a pathfinder country in…
Abstract
Scholars largely agree that placements with relative caregivers are best for children. However, the regulations that jurisdictions apply to determine eligibility for foster care licensure may limit relative caregivers’ access to the benefits of licensure. This analysis considers foster care regulations in three jurisdictions and the effects of policy decisions on eligibility for relative caregivers and placement options for children in out-of-home care. Finland, New Zealand, and Wisconsin all have a stated priority for placement of children with relative caregivers.…
This learning brief was developed as part of the CTWWC 2021 annual report and shares learning from two demonstration countries, Moldova and Guatemala. It showcases how care reform is led by government and how to influence different government actors.
Changing The Way We CareSM (CTWWC) is a global initiative designed to promote safe, nurturing family care for children. This includes reforming national systems of care for children, strengthening families, family reunification and preventing child-family separation, which can have harmful, long-term consequences, and development of…

The National Adoption System and Child Protection in Guatemala: Looking Back and Examining the Today
This article discusses the evolution of adoption policy and practices in Guatemala from the 1990s to 2021. The authors synthesized their own research and analyzed adoption scholarship and reports and organized that history into three distinct periods:
(1) conflict years (1966–1996) when mostly Guatemalan military families and associates adopted stolen children,
(2) post-conflict and millennium adoption years (1997-2007) when the commercialization of children and illicit adoptions surged, and
(3) reform years (2008 to date) when new adoption regulations and institutions were…
This study aimed to identify components essential to building a model of care for youth involved in sex trafficking in child welfare. The specific goals of this investigation were to:
- systematically review the literature for programs implemented with child-welfare involved youth at risk of or involved in sex trafficking, and
- examine convergent and divergent evidence through interviews with experts-by-experience (i.e., survivors and child welfare personnel).
Childhood neglect is associated with impairment across multiple domains of development. Because types of neglect co-occur and are correlated with abuse, most research cannot address the specific effects of psychosocial neglect. This limitation matters because some scholars have advocated that child protection measures should be employed only when a child is physically endangered.
This report reviewed evidence for the effects of psychosocial neglect on development derived from studies of young children raised in U.S. institutions. In these caregiving environments, children are physically…
