Tara Garcia came to Honduras in 2004 as a teacher in her twenties and immediately witnessed the widespread disparities in private residential care (“orphanage care”) throughout the country. She saw firsthand how some orphanages provided bilingual learning services or closets of supplies to providing shoes for impoverished children. This disparity spurred Tara to create and direct a ministry that sought to fill in the gaps in care for children without parental care; one that aimed to focus on family. This exploratory narrative case study delves into the life trajectories of two English-speaking adults age 50+ who spent over three years in youth protection-based congregate care and aged out of these services in Quebec, Canada. It examines how residential foster care alumni describe their life history and what insights they can provide regarding their transitions to adulthood and parenthood, and their placement experiences. Kinship care – the care of children by relatives or friends of the family - represents a significant resource available for meeting the needs of girls and boys who are orphaned or otherwise live apart from their parents. 1 in 10 children worldwide are living in kinship care. In some countries, it is as high as 1 in 3. This makes it the most common type of care, after parental care. Kinship care can support the most vulnerable children in ordinary and crisis periods.

Children with medical complexity (CMC) generally require intensive family support and high-cost health care services – needs that may lead to out-of-home placement when they are not available or affordable. The Family First Prevention Services Act of 2018 offers resources to transform state foster care systems to emphasize prevention – and when necessary placement in a foster care home rather than an institution. CMC could benefit if states applied its goals to improve foster care prevention and placement options for CMC. Medicaid and Title V services also can help keep CMC at home. This…

Abstract
In this case, we meet Maya, an adolescent girl in foster care who is trafficked for sex. We follow her medical visits for contraceptive care and sexually transmitted infection screening over approximately one year. During this time, she is caught in a cycle of intermittent trafficking and transitioning to new foster homes. Her story highlights many unique risk factors that make children in foster care more vulnerable to traffickers.
