UNICEF’s Europe and Central Asia Region (ECAR) is diverse and dynamic, comprising 23 countries which range from low- to high-income, contain among the world’s largest and smallest populations, and are in various stages of the demographic transition. Children, adolescents, and youths in the region face unique challenges that have the potential to derail their opportunities, including exposure to man-made and natural disasters, risks of poverty and deprivation, discrimination and marginalisation, lack of opportunities to attain appropriate skills and…
This report is a review of the findings of joint inspections of the delivery of services to children and young people in need of care and protection by community planning partnerships in eight areas across Scotland, undertaken 2018 – 2020.
Abstract
A strong rationale for the collective participation of young people in care regarding decisions related to their care experience is evident in literature and statutory reports. However international research demonstrates challenges relating to participation in the childcare system. This includes context specific factors relating to issues in the field of child protection and welfare, along with more universal challenges such as access and diversity of representation, the imposition of adult formats and agendas and limits to the level of influence achieved. This paper reflects on…
Abstract
This article reports on a qualitative study, which sought to retrospectively understand the contribution family group conferencing (FGC) makes to longer‐term outcomes for children at risk of entering State care and their families. Eleven case examples of FGC were studied from five local government areas across Scotland. Each example included the perspectives of different stakeholders in the process: children, their parents/carers and extended family (n = 32), and professionals (n = 28) involved with them. The study found a number of interconnecting issues in relation to FGC…

Introduction
The Scottish Government states that Scotland should be the best place for children to grow up. Over the last ten years, the Scottish Government has developed, Getting it Right for Every Child (GIRFEC), a national approach to improve the wellbeing of children and young people in Scotland. This builds on a growing body of evidence demonstrating the value of supporting children and families at the earliest opportunity, rather than waiting until families reach crisis point to provide support. Building on the assets within families and communities to prevent children from becoming…
Abstract
Most countries provide aftercare for foster care alumni either through specific targeted programs or by making foster care or related services available to the youth after they have aged out of foster care. Yet we have limited evidence of the effects of this type of care, especially from non-US contexts. My study tests whether an expansion of the Danish aftercare scheme in 2001 affects later outcomes of foster care alumni. This expansion raised the age limit for eligibility for aftercare from 20 years to 22 years, and created an increased focus on availability of this type of…
Abstract
The focus of this collection is the promise of public health approaches to child protection and welfare systems development and delivery, and this chapter from the book Re-Visioning Public Health Approaches for Protecting Children is a case study of what such an approach looks like in practice. It is built on the experience of a programme of action developed in the Republic of Ireland – the Programme for Prevention, Partnership and Family Support (PPFS) – that brings together a constellation of strategies that align well with a public…

Participants and setting
CPS administrators and workers in Colorado and the Netherlands from August 2015 through May 2016. At both sites, interviewees included front line employees with deep knowledge…
