These guidelines (CRPD/C/5) complement the Committee’s General Comment No. 5 (2017) and its guidelines on the right to liberty and security of persons with disabilities (art. 14). From June to November 2019, CTWWC caseworkers analyzed, assessed, and investigated the files of the children living in residential care in the Temporary Early Childhood Orphanage in Zacapa.
