On March 8, 2023, the European Commission published the communication on “Temporary protection for those fleeing Russia's war of aggression against Ukraine: one year on.” This Communication takes stock of the Temporary Protection Directive implemented on 4 March 2022 over the course of one year. It provides insight into how the EU managed to enable and coordinate a response to the largest displacement on European soil since the Second World War. It also identifies priority areas where continued efforts are needed to guarantee the rights provided for in the Directive. Furthermore,…
Adopcja międzynarodowa nie powinna być realizowana w trakcie lub bezpośrednio po sytuacji kryzysowej. Pozostając w zgodzie z decyzją rządu Ukrainy o zawieszeniu adopcji międzynarodowych, wzywamy państwa przyjmujące, organy międzynarodowe i organizacje humanitarne do przyjęcia zharmonizowanego podejścia i wprowadzenia moratorium na przysposobienie międzynarodowe dzieci z Ukrainy.
During emergencies, such as conflict, it is a well-accepted principle of States’ obligations under international law that adoption is not an appropriate response for unaccompanied and separated children. Children separated from their parents during a humanitarian emergency cannot be assumed to be orphans.
Until the fate of a child's parents or other close relatives can be verified, each separated child should be considered as still having living relatives or legal guardians and, therefore, is not in need of adoption.
This is a joint call for a moratorium on intercountry adoption in…

The New York Declaration for Refugees and Migrants is an important reaffirmation by Heads of State and Government and High Representatives of their intention “to fully protect the human rights of all refugees and migrants, regardless of status”. A key outcome of the Declaration is the creation of two new Global Compacts, one on refugees and one on migrants. These Global Compacts, to be agreed by government representatives at the United Nations (UN) in 2018, will articulate common commitments in respect of the protection of refugees and migrants. Regarding children, …
This report, authored by the United Nations High Commissioner for Refugees, calls for a global strategy to prevent the detention of asylum-seekers and refugees in countries around the world, with an initial focus 10+ "focus countries." Among the Strategy's three main goals is the call to end detention of children, which requires a new legal and policy framework, the implementation of the "best interests" principle, alternative and appropriate reception and care arrangements for children (including foster care), and the provision of age-appropriate information to the child.
Fighting Back looks at the experiences of children living in conflict situations, and focuses on strategies to prevent the recruitment of children into armed groups. Following interviews and discussion with around 300 children and 200 parents and carers in Ivory Coast, Liberia and Sierra Leone, it highlights a number of preventative strategies used by children, families and communities. These include moving to a safe place and avoiding family separation.
This report reveals the complexity of the issue of children’s recruitment into armed forces. It highlights the need for context-…
Since its inception, UNICEF’s mandate has involved the rapid response to humanitarian crises. Our continuing presence in more than 150 countries and territories means that UNICEF personnel are often on the spot long before, and long after, a crisis or unstable situation occurs.
UNICEF’s role in emergencies is to protect children and women, ensure the rigorous application of international standards covering their rights and provide them with assistance. We work with many partners to ensure that this assistance is reliable, effective and timely.
Today, as the number of emergencies rises,…
