This case study highlights the transition of the Sisters of Our Lady of Charity of the Good Shepherd in Tijuana. It presents the highs and lows that come with a change process of moving from residential care to community-based services focused on family strengthening.
The document includes successes, lessons learned, and useful insights about community mapping, donor concerns, and how difficult changes can result in more children and families being served.

This paper aims to analyse how State policies, on the book and in practice, shape family reunification. It focuses on child migration under constraint in France, by analysing the timing and factors of (non-)reunification among foreign immigrants, whose legal conditions for family reunification are much more restrictive than for those who obtained the French citizenship. Using a quantitative approach with a nationally representative survey, the article analyses to what extent and in what circumstances migrants took one or the other of three paths during the 1973–2009 period: bringing their…
Parental education programs are a key element in achieving family reunification because they help mothers and fathers improve their parenting skills and increase the parent-child relationship. Perceptions of change are examined among children and parents who participated in Spain’s “Caminar en familia” (“Walking family”) program, which was implemented among families served by the Sistema de Protección a la Infancia y a la Adolescencia (System for the Protection of Children and Adolescents).
A qualitative design enabled comprehensively describing the experiences of families in the Spanish…
Adopcja międzynarodowa nie powinna być realizowana w trakcie lub bezpośrednio po sytuacji kryzysowej. Pozostając w zgodzie z decyzją rządu Ukrainy o zawieszeniu adopcji międzynarodowych, wzywamy państwa przyjmujące, organy międzynarodowe i organizacje humanitarne do przyjęcia zharmonizowanego podejścia i wprowadzenia moratorium na przysposobienie międzynarodowe dzieci z Ukrainy.

Research pertaining to effective foster care reunification strategies is well established. However, a gap exists in the literature surrounding social services for rural families post-reunification due to a lack of service provision for families following reunification. Reunified families often need additional support to prevent future reentry into foster care. Caseworkers work closely with families, offering a unique perspective as to what social services are most effective at preventing reentry into foster care.
Due to recruitment constraints in during the COVID-19 pandemic, a pilot study…
During emergencies, such as conflict, it is a well-accepted principle of States’ obligations under international law that adoption is not an appropriate response for unaccompanied and separated children. Children separated from their parents during a humanitarian emergency cannot be assumed to be orphans.
Until the fate of a child's parents or other close relatives can be verified, each separated child should be considered as still having living relatives or legal guardians and, therefore, is not in need of adoption.
This is a joint call for a moratorium on intercountry adoption in…
