Abstract:
This mixed-methods systematic review asks what is known about children’s perspectives on contact with birth parents when in out-of-home care. To address this question 37 studies were coded to identify children’s experiences and thoughts regarding contact with their parents. Data synthesis was performed in three stages. The frequency of the identified factors across all included research was determined and qualitative and quantitative syntheses were performed.

Parental education programs are a key element in achieving family reunification because they help mothers and fathers improve their parenting skills and increase the parent-child relationship. Reunified families often need additional support to prevent future reentry into foster care. This document is intended to provide concrete advice on how to put the guiding principles common to most child protection actors into practice. Though cultural traditions and customs may require the advice to be adapted to the specific context, the authors believe that the advice provided is grounded in sufficiently broad experience to guide measures that ensure children under five are not separated when this can be avoided, and, if separated, can be reunited with their families as quickly as possible.
