This brief article from Student Affairs Today highlights some of the lessons learned by student affairs professionals regarding foster care support programs at higher education institutions in the United States in light of the COVID-19 crisis.
Abstract
Many children in out-of-home care experience significant early adversity prior to entering care, resulting in poorer educational, socio-emotional and health outcomes which have implications throughout their life trajectory. While the focus is often on children’s school performance and later life chances, cracks in the foundations of learning appear early. Children in care are already behind in their language, psycho-social and neuro-psychological functioning during the pre-school years and have poorer academic and socio-emotional competence on entry to school.

More recently, the growth of college programs to serve this population has also received attention in the literature. In 2013, in collaboration with UNICEF, the government of Rwanda established the Tubarerere Mu Muryango (Let’s Raise Children in Families - TMM) programme to enable the closure of large-scale residential care institutions for children and promote family-based care. Abstract: This exploratory, qualitative, multi-case study sought to understand, from the perspective of successful foster alumni college students, the role and influence of family members. Sampling was purposeful; criteria required participants were in out-of-home placement at age 13 or older. Participants included eight successful, self-identified foster alumni students. Very little is known about how unaccompanied immigrant children (UIC) are faring and integrating into US communities, or about the services they utilize and their outstanding needs. Carol, a teen forced into foster care, must learn how to navigate the path/road to postsecondary education. This case follows Carol’s matriculation through high school and the challenges she faces while trying to achieve her dream of going to college.
