The purpose of the Bill is to "improve the quality and consistency of social services in Scotland" by creating a duty on Scottish Ministers to "promote a comprehensive and integrated care service" and making provision for "the establishment of care boards to carry out Ministers' functions in relation to social care, social work and community health."

Abstract
COVID-19 constitutes the greatest crisis that high-income countries have seen in many generations. While many high-income countries experienced the global financial crisis of 2007–2008, or have had national recessions, the COVID-19 pandemic is much more than that. COVID-19 is a social and economic crisis, sparked by a protracted health crisis.
High-income countries have very limited experience of dealing with health crises, having their health and human services stretched beyond capacity, restricting the travel of their populations or having to close workplaces and schools –…

The most marginalised and deprived children have been hit the hardest, and existing inequalities have been exacerbated. Progress that had been made against the Sustainable Development Goals (SDGs) for children is at risk of being disrupted, or even lost. For many children, the impacts of the pandemic will be catastrophic.
Save the Children carried out a global survey of children and their parents or caregivers during the COVID-19 pandemic, to find out the impact that the pandemic is having on their access to healthcare, their education, their family finances and their safety, and to hear…

All children have a fundamental right to protection, but the needs of children in emergencies are far from being met. In 2018, almost 50 million children were in need of protection in humanitarian settings. Yet child protection isn’t systematically prioritised when a humanitarian response is being mobilised, and it remains both underfunded and untimely where children’s lives are at risk. During a crisis, children are among the most vulnerable, exposed to life-threatening risks, extreme violence, abuse, physical and sexual exploitation, abduction or military recruitment. Child…
