Summary
This report presents the findings from a mixed-methods evaluation of peer parental advocacy (PPA) in the London Borough of Camden. PPA is a form of peer advocacy whereby parents with lived experience of child protection support other parents to navigate and engage with the process. Research evidence suggests that parents can find the child protection system to be difficult, stigmatising and authoritarian. Proponents of PPA suggest that it has the potential to promote shared decision-making, improve relationships between social services professionals and families, and enable…
Child Safeguarding Services intervene in situations where a child is at risk of serious emotional or physical harm. The response will vary according to the level of risk, but in serious cases, a child may need to be removed from danger and cared for by foster parents either temporarily or permanently. The number of children being taken into care has increased markedly in recent years in the United Kingdom. Oxfordshire County Council (OCC) is implementing a new approach to the welfare of children (Family Solutions Plus; FSP) in which the focus is to support the whole family and ideally reduce…
Transnational familyhood involves care reconfiguration and shifting roles among Filipino migrants and the family left-behind. This study investigates how experiences and practices of transnational care arrangements are negotiated from the perspective of the nonparental carers. It specifically aims to understand its dynamics and patterns in shaping care relationships, normative familial values and the hope to reconstitute the family amidst migration-induced care.
Results of the study showed that the grandmothers of the migrating parents were commonly entrusted with child fostering and…

The purpose of this manual is to provide guidance on how to collect and report data on children in formal alternative care in Ghana in a standardised way, and to analyse, present, and make the data available for use. The manual describes the necessary data management procedures, and the roles and responsibilities of different stakeholders for generating high-quality data on alternative care. The guidelines present a range of indicators for alternative care, the sources of information, the frequency of reports on alternative care, and monitoring and review structures. As with all M&E…

Abstract
Developmental science is both concerned with and has accumulated a wealth of evidence around factors that support and harm child development – many of which overlap substantially with the recently agreed upon global Sustainable Development Goals, placing developmental scientists in an apt position to contribute to the realization of these goals and targets.
We present community dialogues as a participatory research and program development strategy through which developmental scientists and local community partners can collaboratively surface, discuss, address, and evaluate…
In order to develop the evidence base and advocate for the strengthening of national child protection systems, governments and their partners require accurate, regular and up-to-date data and information on how such systems are functioning. This publication proposes a framework of core indicators for measuring and monitoring national child protection systems in the East Asia and Pacific region. The indicators, used either in concert or selectively, will support monitoring and assessment of the enabling environment or ‘governance’ of national child protection systems. The seven domains…

This study evaluates whether the psychometric properties of the Pediatric Symptoms Checklist-17 (PSC-17), a common behavioral health measure typically used as a dichotomous screening tool for mental health needs, support its use as a continuous measure for tracking behavioral health over time. A total of 6492 foster parents of children and youth aged 5.5–17 completed the PSC-17. Convergent and discriminant validity was assessed by comparing raw PSC-17 subscale scores with associated outcomes (e.g. psychiatric diagnoses). Long-term test–retest reliability was assessed over 6 …
In 2017, the Displaced Children and Orphans Fund (DCOF) of the United States Agency for International Development (USAID) engaged the USAID-funded MEASURE Evaluation to build on and reinforce progress in advancing national efforts on behalf of children who lack adequate family-based care in Moldova. With the support of MEASURE Evaluation, the Ministry of Health, Labour and Social Protection (MOHLSP) conducted a participatory self-assessment of the national alternative care system. Specifically, the assessment measured Moldova’s status on implementation of the United Nations’ Guidelines for…
