Summary
Millions of children worldwide are brought up in institutional care settings rather than in families. These institutions vary greatly both in terms of their organisational principles and structure, and in terms of the quality of care provided. Although institutions are universally recognised as providing suboptimal care giving environments, consensus is still needed on how to interpret the evidence relating to the size, range, and persistence of the effect of institutional care on the development and wellbeing of children. This absence of consensus has led to disagreement…
ABSTRACT
The U.S. Child Welfare System (CWS) is charged with improving outcomes for foster youth; yet, they are overburdened and underfunded. To overcome this limitation, several states have turned towards algorithmic decision-making systems to reduce costs and determine better processes for improving CWS outcomes. Using a human-centered algorithmic design approach, we synthesize 50 peer-reviewed publications on computational systems used in CWS to assess how they were being developed, common characteristics of predictors used, as well as the target outcomes. We found that most of the…
Abstract
The need for alternative child care in Nigeria and other developing societies around the world is crucial given the increasing reports and studies on the negative impact of institutional care on child development. Children living in institutions often lack individual care and are cut-off from their communities and cultural identity. Such children also do not experience care in a family environment, hence the need for family-based alternatives. Alternative care such as adoption, community-based care, family strengthening, formal foster care, Islamic Kafalah, kinship fostering, and…
Introduction
There is widespread global agreement that children should grow up safe and protected in families rather than in harmful institutional care. In Rwanda, the government has developed an ambitious programme of care reform and family strengthening that has seen over 3,000 children reunited with families and communities since 2012. This programme is rooted in Rwandan cultural values, which place a strong emphasis on family care. Interventions have included legislative reform, strengthening the professional and volunteer child protection workforce, distributing support…
Introduction
This paper summarises findings from an initial scoping study, which seeks to review how child protection outcomes are captured when monitoring multi-purpose humanitarian cash programmes. The study intends to inform the development and piloting of new approaches to integrating child protection concerns into multi-purpose cash monitoring frameworks. It was conducted for the Alliance for Child Protection’s, Cash Transfer and Child Protection Task Force.
As the Women’s Refugee Commission (WRC [WRC, 2018]) points out, humanitarian crises are often dangerous contexts that put…
Introduction
This paper urges the government and nation to give effect to long-standing Kaupapa Māori models for developing the new required evaluation measures aimed at reducing the disparities for Māori children and young persons who come to the attention of Oranga Tamariki Ministry for Children. Section 7AA(2)(a) will soon come into force in the recently amended and renamed Oranga Tamariki Act 1989 / Children’s and Young People’s Well-being Act 1989 due to reform measures in 2017. This provision, which is effective from July 2019, has great potential to change care and protection…
This volume provides readers around the globe with a focused and comprehensive examination of how to prevent and respond to child maltreatment using evidence-informed public health approaches and programs that meet the needs of vulnerable children, and struggling families and communities. It outlines the system failures of contemporary forensically-driven child protection practice. Detailed guidance is provided about how to re-think earlier intervention strategies, and establish stronger and more effective programs and services that prevent maltreatment at the population level. Service user…
