Before the full-scale invasion by Russia in February, 2022, Ukraine had one of the highest rates of child institutionalization in Europe. A significant percentage of these children – probably the majority – have disabilities. Institutionalization has been proven to be inherently harmful for all children, but babies and children with disabilities are at the highest risk of harm.
Moreover, since the war began, institutionalized children have been at a heightened risk of various forms of harm compared with their peers raised in families. In addition, the hardships caused by war – internal…
On March 8, 2023, the European Commission published the communication on “Temporary protection for those fleeing Russia's war of aggression against Ukraine: one year on.” This Communication takes stock of the Temporary Protection Directive implemented on 4 March 2022 over the course of one year. It provides insight into how the EU managed to enable and coordinate a response to the largest displacement on European soil since the Second World War. It also identifies priority areas where continued efforts are needed to guarantee the rights provided for in the Directive. Furthermore,…
Pozostając w zgodzie z decyzją rządu Ukrainy o zawieszeniu adopcji międzynarodowych, wzywamy państwa przyjmujące, organy międzynarodowe i organizacje humanitarne do przyjęcia zharmonizowanego podejścia i wprowadzenia moratorium na przysposobienie międzynarodowe dzieci z Ukrainy.
During emergencies, such as conflict, it is a well-accepted principle of States’ obligations under international law that adoption is not an appropriate response for unaccompanied and separated children. Children separated from their parents during a humanitarian emergency cannot be assumed to be orphans.
Until the fate of a child's parents or other close relatives can be verified, each separated child should be considered as still having living relatives or legal guardians and, therefore, is not in need of adoption.
This is a joint call for a moratorium on intercountry adoption in…
This issue brief from the UNHCR highlights key messages from UNHCR in regards to family tracing and reunification. The brief outlines the importance of children growing up in a safe family environment and the positive impact this has on a child's psychological, cognitive and physical development. In the best case, alternative care is only required as an interim measure while family tracing is carried out and until the time when children can be reunited with parents or family members. This brief is part of a series developed by UNHCR which aims to guide field operations on key thematic child…

Abstract
Irregular migration by unaccompanied minors has become an increasingly prevalent global issue. Unaccompanied minors who have fled their countries of origin, often due to persecution, violence, or poverty, present an opportunity for migrant smugglers and human traffickers who exploit their unique vulnerabilities and dependence. Smuggling and trafficking are often fluid, interrelated phenomena, making practical distinctions difficult. This article explores the protection of smuggled and trafficked unaccompanied minors under the United Nations Protocols against the…
