The Economic Commission for Latin America and the Caribbean (ECLAC) and the United Nations Children’s Fund (UNICEF) have predicted that the social and economic effects of the ongoing pandemic will have a significant impact on the well-being of families with children and adolescents in Latin America and the Caribbean.
Even before the COVID-19 crisis, children and adolescents were already a highly vulnerable population group, suffering a higher incidence of poverty than other age groups and affected by numerous inequalities in various dimensions. Not only does the current emergency threaten…
Report motivation and objectives
This report critically reviews the case for universal child benefits (UCBs). It seeks to contribute to a burgeoning and lively debate on the (potential) role of UCBs as a policy instrument in the pursuit of child poverty reduction and universal social protection.
Universalism has come to the fore in policy circles with the Agenda 2030 and the related Sustainable Development Goals – and their underlying aspiration to ‘leave no one behind’ (UNGA, 2015). In this agenda, social protection emerges as one of the main tools at governments’ disposal for…
This report from Save the Children calls upon governments, donors and other development partners to urgently support an expansion in social protection coverage of children and their caregivers (predominantly women), working progressively towards UCBs. This would ensure basic income security for children in line with Sustainable Development Goal Target 1.3, which aims to establish social protection floors in all countries by 2030.
This report sets out eight reasons why governments should consider working towards universal rather than targeted coverage of children. These span economic and…

This brief presents the results of the mid-term evaluation of the New Generation project - a three-year project comprised of two components: 1) A VSLA intervention involving the establishment of Village Savings and Loan Associations (VSLAs) and the provision of entrepreneurship and financial literacy education and 2) A family-based intervention involving Healing Families and Communities discussion sessions.
This policy brief from the World Bank provides an overview of cash transfers in African countries. The brief defines “cash transfers” and their uses. The brief also lists key design elements of cash transfer programs in Africa, including the opportunities for innovation that cash transfer programs create, the accountability mechanisms in place, and the monitoring and evaluation. The brief highlights the differences between conditional and unconditional transfers and cash and non-cash transfers and the evidence on whether conditional or unconditional transfers are a better model. The brief…
Policy dialogue on the Millennium Development Goals must recognize that the goals are linked by the gender dynamics of power, poverty and vulnerability. This briefing paper draws on ODI’s research on social protection and gender in eight countries and three regions funded by DFID and AusAID and discusses how social protection interventions (including public works programs, asset and cash transfers, and targeted social services) can promote an interlinked gender-sensitive approach to the MDGs. It looks at three clusters of Goals, including service access, care and care-giving .…
Child rights must be at the centre of all adoptions in Nepal, says this major study on adoption released in Kathmandu by the United Nations Children’s Fund (UNICEF) and Terre des hommes (Tdh). The main conclusion of the 60-page report, ‘Adopting the rights of the child: a study on intercountry adoption and its influence on child protection in Nepal’, is that intercountry adoption should not be allowed to resume without appropriate safeguards being put in place at all levels. Only four out of every 100 children adopted in Nepal are adopted by a Nepali family and many children put…
