The number of missing child reports exceed police investigative capacity, yet some incidents are linked with harm, making effective risk assessment essential for safeguarding. Police data likely underrepresents harm to missing children due to harm being undisclosed, and missing incidents going unreported. A better understanding of harm associated with missing children could help to develop appropriate interventions to reduce missing incidents and prevent harm.
This study examined 18 months of published Child Safeguarding Practice Reviews across England – a previously overlooked resource…
Abstract
Background
For children who are not reunified with their biological family members, the child welfare system promotes legal permanence through adoption or guardianship. The intent of adoption and guardianship is a safe home where…
Eurochild has published two new pieces of analysis to support efforts by the EU and the Ukrainian government to ensure the care of children arriving from Ukraine unaccompanied, separated from their families or who are placed in alternative care.
Building on Eurochild’s DataCare project with UNICEF ECARO, Eurochild is supporting UNICEF’s emergency response work to the invasion of Ukraine to support coordination efforts with the Ukrainian Ministry of Social Policy, the EU and Member…
This discussion paper addresses issues facing unaccompanied and separated children fleeing Ukraine and arriving in the European Union (EU). In particular, it focuses on the priority issue of how care and custodial arrangements and guardianship under child protection and migration measures are established within EU Member States. This question has implications for how children access protection, how information on their circumstances is managed and ultimately how durable solutions are identified and secured for children.
This discussion paper was prepared by Child Circle…

Abstract
The academic achievement places children on a positive trajectory for their lifespan. The aim of this study was to examine the academic trajectories of children in out-of-home care (OOCH) and whether kinship care has a protective effect relative to nonkin foster care. The sample analyzed for this study consists of 519,306 racially diverse youth in North Carolina schools 8 to 11 years old in the school year 2009–2010 (e.g., 27% African American, 12% Latinx, 53% White). Four longitudinal administrative data sources were merged to create this unique sample. Multilevel modeling…
Abstract
The literature on alternative care focuses overwhelmingly on formal, court-ordered placements; voluntary care placements are discussed less frequently. Least attention of all has been given to informal kinship care placements, where a child is cared for by relatives but is not formally in the legal care of state authorities. In Ireland, these placements, when facilitated by state authorities in lieu of a care order or voluntary care agreement, are known by professionals as ‘private family arrangements’. This article explores evidence which shows that the use of such arrangements…
Abstract
Given the high rates of placement disruptions for teenagers, a need exists for resource parents (the collective term for foster, adoptive, kinship, and guardian caregivers) who are both willing and able to care for teenagers. In response to this need, we created Critical On-going Resource Family Education (CORE) Teen, a comprehensive foster parent training program designed to provide resource parents with the knowledge and skills to support teens in their care. A one-way repeated measures ANOVA compared the results from participants at the pretest (N=188), posttest (N=130), and…
ABSTRACT
This study explored data obtained from surveys of caregivers who had previously adopted or assumed guardianship of a child from foster care in two U.S. states (N= 937). Descriptive analyses summarized the demographic and wellbeing characteristics of children and families, and multivariate regression models estimated the association between these variables and caregiver commitment. Consistent with previous research, most caregivers (> 80%) reported positive adjustment across measures, but some caregivers indicated family struggles, such as caregiver strain, child behavior…
ABSTRACT
This chapter from the Routledge Handbook of Family Law and Policy examines how permanency for children is achieved in New Zealand in the child protection context. The permanent removal of Maori children from their families and extended family groups, including placement for adoption, has been a profound issue for Maori. The concern for Maori about the numbers of children being taken into care was a driver for the July 2019 amendments. Unlike other jurisdictions (such as England and the US), adoption of children in permanency cases has generally not been followed in New Zealand…
