INTRODUCTION
The New York Declaration for Refugees and Migrants is an important reaffirmation by Heads of State and Government and High Representatives of their intention “to fully protect the human rights of all refugees and migrants, regardless of status”. This report discusses concerns raised by participants of Thematic Area 2 (Intercountry Adoption, Countries of Origin, and Biological Families) of the International Forum on Intercountry Adoption and Global Surrogacy held in August 2014.
