This Charter lists the promises that care leavers want the central and local governments to make. According to the Charter, promises and principles help in decision making but do not replace laws; rather, they give guidance to show how laws are designed to be interpreted. The key principles in this Charter remain constant through changes in Legislation, Regulation and Guidance. Care leavers urge local authorities to use these principles when they make decisions about young people’s lives. The Charter for Care Leavers is designed to raise expectations, aspirations and understanding of what…

This is the summary report on the research phase of a project looking at the needs of child-carers in four African countries; Nigeria, Uganda, Angola and Zimbabwe. The research consisted of a literature review and participatory child-led research in one site in each of the four countries.
The research used an innovative child-led approach. In each site children who were carers of sick or disabled adults, elderly grandparents or young children came together for a workshop. At this workshop through a number of participatory activities they shared the stories of their lives as carers. They…

ABSTRACT
This paper explores the ways that young people express their agency and negotiate complex lifecourse transitions according to gender, age and inter- and intra-generational norms in sibling-headed households affected by AIDS in East Africa. Based on findings from a qualitative and participatory pilot study in Tanzania and Uganda, I examine young people's socio-spatial and temporal experiences of heading the household and caring for their siblings following their parent's/relative's death. Key dimensions of young people's caring pathways and life transitions are…
This paper is based on "The Latin American Report. The situation of children in Latin America without parental care or at risk of losing it. Contexts, causes and responses," which was prepared using reports from 13 countries in the region. These reports were compiled by SOS Children's Villages, in the countries where the organisation has offices, in order to establish the circumstances of children without parental care or in vulnerable situations. It should be noted that there was limited…
World Vision prioritises the well-being of the world’s most vulnerable children (World Vision International’s Integrated Focus). Children without parental care have been deprived of the protection and guidance normally given by their parents as primary caregivers and duty-bearers, leaving them vulnerable to abuse, neglect and exploitation. These children may be found living on the streets, struggling to care for their siblings, trafficked and exploited for sex or labour, or languishing in large, impersonal institutions. World…
EveryChild is an international development charity working in 17 countries with a strategic focus on children without parental care. It also provides principles for good practice in trying to reduce the number of children without parental…

As a result of the rising number of children in need of care, Africa’s adolescents and young adults, ages 12-24, have emerged as the heads of their households and the caregivers of their siblings. This paper shares the philosophy and key components of the African development initiative Giving Hope that works with these youth caregivers. The Giving Hope initiative employs an asset-based empowerment methodology to facilitate the restoration of youth caregivers’ sense of self, belonging, power, and collective responsibility. Evidence of the power of this collective…
