Abstract
Background
For children who are not reunified with their biological family members, the child welfare system promotes legal permanence through adoption or guardianship. The intent of adoption and guardianship is a safe home where…
Eurochild has published two new pieces of analysis to support efforts by the EU and the Ukrainian government to ensure the care of children arriving from Ukraine unaccompanied, separated from their families or who are placed in alternative care.
Building on Eurochild’s DataCare project with UNICEF ECARO, Eurochild is supporting UNICEF’s emergency response work to the invasion of Ukraine to support coordination efforts with the Ukrainian Ministry of Social Policy, the EU and Member…
This discussion paper addresses issues facing unaccompanied and separated children fleeing Ukraine and arriving in the European Union (EU). In particular, it focuses on the priority issue of how care and custodial arrangements and guardianship under child protection and migration measures are established within EU Member States. This question has implications for how children access protection, how information on their circumstances is managed and ultimately how durable solutions are identified and secured for children.
This discussion paper was prepared by Child Circle…

Abstract
Given the high rates of placement disruptions for teenagers, a need exists for resource parents (the collective term for foster, adoptive, kinship, and guardian caregivers) who are both willing and able to care for teenagers. In response to this need, we created Critical On-going Resource Family Education (CORE) Teen, a comprehensive foster parent training program designed to provide resource parents with the knowledge and skills to support teens in their care. A one-way repeated measures ANOVA compared the results from participants at the pretest (N=188), posttest (N=130), and…
ABSTRACT
This study explored data obtained from surveys of caregivers who had previously adopted or assumed guardianship of a child from foster care in two U.S. states (N= 937). Descriptive analyses summarized the demographic and wellbeing characteristics of children and families, and multivariate regression models estimated the association between these variables and caregiver commitment. Consistent with previous research, most caregivers (> 80%) reported positive adjustment across measures, but some caregivers indicated family struggles, such as caregiver strain, child behavior…
ABSTRACT
This chapter from the Routledge Handbook of Family Law and Policy examines how permanency for children is achieved in New Zealand in the child protection context. The permanent removal of Maori children from their families and extended family groups, including placement for adoption, has been a profound issue for Maori. The concern for Maori about the numbers of children being taken into care was a driver for the July 2019 amendments. Unlike other jurisdictions (such as England and the US), adoption of children in permanency cases has generally not been followed in New Zealand…
Abstract
Adoption and guardianship are meant to provide permanency to foster children when reunification is not a viable option. Unfortunately, sometimes adoption and guardianship placements dissolve resulting in children returning to care. Currently, there is limited research on the prevalence and predictors of adoption and guardianship dissolutions. This study investigated rates of guardianship and adoption dissolution using a complete entry cohort from a large state foster care system and the associations between child characteristics and risk factors with dissolution. Drawing on a…

Five years ago, on 2 September 2015, three-year-old Alan Kurdi lost his life just off the Turkish coast. Images of his dead body have become a tragic symbol of the so-called ‘refugee crisis’, when over 1 million refugees and migrants, a third of whom were children, entered Europe. His drowning was expected to inspire new measures to protect migrant and refugee children. Instead, as this report shows, five years later refugee and migrant children are often worse off. The place where they continue to be most at risk is on Europe’s external border, where Alan Kurdi tragically lost his life.…
