In a joint statement published 18 March 2022, the Committee on the Rights of the Child and the Committee on the Rights of Children with Disabilities expressed deep concern about the institutionalisation of children with disabilities and called on States Parties to end institutionalisation on the basis of disability and to promote the development of support for children in a family in the community.

A New Delhi Declaration renewing governments' commitments to the rights of children and pledging to support each other in the achievement of those rights, was adopted unanimously on 25th October 2013 by Asian and Pacific States attending the Second High Level Meeting on South-South Cooperation for Child Rights in Asia and the Pacific. The Committee on the Rights of the Child held a day of general discussion on 16 September on “Children without parental care”. The participants were divided in two working groups to discuss the following: (1) States’ role in preventing and regulating separation and (2) Meeting the challenges of out-of-home care provision.
