As part of the work of the BCN Eastern and Southern Africa Regional Initiative, the National Commission for Children in partnership with BCN, and Save the Children convened a national consultative workshop in Kigali, Rwanda on 26 and 27 November 2014. The Neglected Agenda: Protecting Children without Adequate Parental Care Conference took place at Wilton Park, an academically independent and non-profit-making Executive Agency of the British Foreign and Commonwealth Office.
Save the Children, together with UNICEF and the Better Care Network, brought together leaders from Governments, bi-lateral donors, international agencies, private foundations, and academia to explore the challenges and opportunities in protecting children without adequate parental care.
Following a participatory process with delegates and the organizing committee, the Conference Declarations and Recommendations set forth collective priorities and commitments for: improving knowledge, skills, and capacity for supporting family based care; enhancing the legislative and policy environment for children in need of care; and strengthening coordination, participation and partnerships across the continent to promote better care and reduce the use of institutions.
Over the course of the week the consultation examined just about every aspect of child care reform in South Eastern Europe with a view to reaching a consensus about a way forward.
It was a motivating and energizing experience. It was clear Governments in this region have thrown off the shackles of the past, and are embracing world’s best practice for their social welfare systems. As they say we have come a long way in a few short years.
