ABSTRACT
Young people transitioning from out-of-home care, commonly called care leavers, are known to be a vulnerable group. Many experience poor outcomes leading them to become homeless or involved in the criminal justice system. Yet compared to most other Anglophone democracies, Australia lacks mandatory assistance for care leavers beyond 18 years of age. There are also major legislative, policy, and program differences between care leaver entitlements in the individual states and territories. This paper argues that the Commonwealth Government should introduce a…
Launched in September 2018, the Global Coalition for Reintegration of Child Soldiers—co-chaired by the UN Special Representative for Children and Armed Conflict and the United Nations Children’s Fund—tasked its Expert Advisory Group to carry out research, interviews and a series of consultations to develop three interrelated briefing papers, each with a distinct focus, but all with an aim to understand how the international community could more effectively support children who have exited armed forces and armed groups. This document is a summary of the three papers and contains…
Introduction
Children placed in institutional care are deprived of their fundamental right to living in a family environment. The Romanian state would greatly improve their situation, if it took care of preventing the separation of children from their family, instead of focusing on the current model - placing in care about 63,000 children, while hundreds of thousands of them still live in inhumane conditions. These are the ones that specialised public authorities pretend they do not see, because they lack the capacity for legislative framework design to prevent the separation of…
The context:
Numerous studies have highlighted that in Europe people with care experience are amongst the most socially excluded groups and are at greater risk of poor outcomes in education, health, employment, criminality, mental health and social functioning in general as compared to the wider population.
Leaving the formal alternative care system is an important phase for both young people and the service providers responsible for their care and development. All the efforts and investments made throughout the child’s alternative care path risk being rendered futile if the preparation…

This report is presented at both congressional and White House briefings. This publication includes policy reports on sibling connections, supporting foster parents, placement…
Abstract: In August 2016, Anglicare Victoria established the Home Stretch campaign to lobby all States and Territories to extend the transition from state out of home care (leaving care) age from 18 till at least 21 years. This campaign is driven by a concern that many care leavers face significant barriers to accessing the same educational, employment, housing and other developmental and transitional opportunities as most young Australians. Equally, the evidence from international research suggests that young people who stay in care till an older age experience better…

Abstract
In Australia, young people up to 18 years who are unable to live with their birth families are placed in different forms of out-of-home care, including kinship care, foster care, residential care, family group homes, and independent living. People who spent time in out-of-home care before the age of 18 are subsequently referred to as care leavers when they transition out of the system. Care leavers rarely transition to higher education. They are largely excluded from the level of education that brings the highest wage premiums and lifetime rewards. Despite their…
