Prepared for the Agenda 2030 for Children: End Violence Solutions Summit, held in Stockholm, Sweden, on 14-15 February 2018, this report tracks progress towards prohibition and elimination of corporal punishment of children in Pathfinding countries. Under the Global Partnership to End Violence Against Children, these countries have committed to three to five years of accelerated action towards target 16.2 of the Sustainable Development Goals (SDGs): “End abuse, exploitation, trafficking and all forms of violence against and torture of children.”

Following a consultative mapping, a regional learning meeting took place on 19-20 August 2014 in Nairobi, Kenya. The theme of this meeting was "Reflection on past, current and future efforts aimed at strengthening child care systems in East and Southern Africa." Many children have been left as orphans as a result of HIV and AIDS. In much of Africa it is grandparents who have stepped into the care gap. In sub- Saharan Africa the percentage of orphan children estimated to be living with grandparents in 2000 was 61%1. Over 50% of children orphaned by the HIV and AIDS pandemic in Tanzania live with their grandparents. Given this situation it is important for us to begin to understand more about the lived experience of children being brought up by grandparents. A National Plan of Action (NPA) for Orphans and Vulnerable Children (OVC) is a government strategy document detailing a set of key objectives and the corresponding activities to address the national OVC situation. In general, NPAs share a common format, drawing their key objectives from the 2001 UN Declaration of Commitment on HIV/AIDS, generated at the UN General Assembly Special Session on HIV/AIDS.
